And that is why we have to take action and do things differently.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;Part of that is being honest with people &#8211; about the choices we face. And how tough this will be.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;Frankly &#8211; things will get worse before we get better.&#8221;<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Since coming to power in July, Labour has sought to emphasise the challenges it faces in government and blame Tory ministers for failing to address those problems prior to the election.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Chancellor Rachel Reeves began that theme in her statement before the summer recess in a statement <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c51y5pgkylqo\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">accusing the Tories of leaving a \u00a322bn black hole<!-- --><\/a> in this year&#8217;s budget.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;The Office for Budget Responsibility (OBR) did not know about this,&#8221; he is expected to say.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;They wrote a letter saying so. with the public in the speech &#8211; saying &#8220;we will get there, but it will take time&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">He said the move <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/business-58090533\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">to start means-testing pensioners&#8217; winter fuel allowance<!-- --><\/a> was &#8220;not a decision that we wanted to take&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But Mr McFadded added: &#8220;When we came into office we found billions of pounds of unfunded spending commitments&#8230;
