{"id":4584,"date":"2024-07-21T21:19:19","date_gmt":"2024-07-21T21:19:19","guid":{"rendered":"https:\/\/news.godj.com\/news\/rachel-reeves-resists-calls-to-lift-two-child-benefit-cap\/"},"modified":"2024-07-21T21:19:19","modified_gmt":"2024-07-21T21:19:19","slug":"rachel-reeves-resists-calls-to-lift-two-child-benefit-cap","status":"publish","type":"post","link":"https:\/\/news.godj.com\/news\/rachel-reeves-resists-calls-to-lift-two-child-benefit-cap\/","title":{"rendered":"Rachel Reeves resists calls to lift two-child benefit cap"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div id=\"\">\n<div data-component=\"byline-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<div data-testid=\"byline\" class=\"sc-1d2e900b-0 fhxEhT\">\n<div class=\"sc-1d2e900b-1 gwgaEc\">\n<p><time class=\"sc-1d2e900b-10 WPunI\">9 hours ago<\/time><\/p>\n<div class=\"sc-1d2e900b-2 bDFePy\">\n<p><span data-testid=\"byline-name\" class=\"sc-1d2e900b-6 hhBctz\">By\u00a0<!-- -->Paul Seddon<!-- -->,\u00a0<!-- --><\/span><span class=\"sc-1d2e900b-7 jbvpvO\">Political reporter<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p><figcaption class=\"sc-8353772e-0 cvNhQw\">We can&#8217;t promise to lift two-child benefit cap, says Reeves<!-- --><\/figcaption><\/p>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\"><b id=\"the-chancellor-has-said-she-will-not-make-an-&quot;unfunded&quot;-pledge-to-lift-the-two-child-benefit-cap,-amid-pressure-from-labour-mps-to-scrap-the-policy.\" class=\"sc-7dcfb11b-0 kVRnKf\">The chancellor has said she will not make an &#8220;unfunded&#8221; pledge to lift the two-child benefit cap, amid pressure from Labour MPs to scrap the policy.<!-- --><\/b><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Some backbenchers are pushing for the government to reverse the cap, introduced under the Conservatives in 2017.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But Rachel Reeves told the BBC she could not pledge to do so without saying where the \u00a33bn annual cost &#8220;is going to come from&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">She added that other policies, such as introducing breakfast clubs in all English primary schools, showed Labour&#8217;s commitment to tackling child poverty.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Around 1.6 million children live in a household affected by the cap, which prevents almost all parents from claiming universal credit or child tax credit for a third child.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Labour&#8217;s landslide election victory has led to renewed calls from anti-poverty charities for it to be scrapped, with Scottish Labour leader Anas Sarwar and Greater Manchester mayor Andy Burnham also backing calls for a change.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Some of the party&#8217;s backbenchers want to use a debate on the King&#8217;s Speech in Parliament on Monday to put pressure on the new government over this issue.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">An amendment signed by around a dozen backbenchers has no chance of passing given the new government&#8217;s huge working majority of 180 MPs.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But the backbench rebellion is likely to provide an early test for the new government ahead of its first Budget in the autumn.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Labour put a prudent approach to public spending at the heart of its election campaign and has a self-imposed rule that plans for day-to-day spending must be matched by projected revenue from taxation.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Asked by the BBC&#8217;s Laura Kuenssberg whether she would back calls to make the change, Ms Reeves replied: \u201cIt costs more than \u00a33bn a year. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;We were really clear during the election that we were not going to make spending commitments without being able to say where the money was going to come from.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;If we\u2019re not able to say where the money is going to come from, we can\u2019t promise to do it. That\u2019s true when it comes to the two-child limit and anything else.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">She pointed to election policies such as bringing in new workers&#8217; rights, breakfast clubs in primary schools and creating new nursery places as evidence that Labour was still committed to reducing child poverty.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cPrevious Labour governments have lifted kids out of poverty. It is what is in our DNA. We will do that, but I\u2019m not willing to make unfunded commitments\u201d.<!-- --><\/p>\n<\/div>\n<p><h2 class=\"sc-518485e5-0 kRvAla\">&#8216;Social cleansing&#8217;<!-- --><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But Zara Sultana, one of the Labour backbenchers pushing for a change, said reversing the change was \u201cnot a radical demand\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Also speaking to Laura Kuenssberg, she added that doing so was a &#8220;matter of political will\u201d and accused the chancellor of \u201cnot looking in the right places\u201d.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">She suggested increasing taxes on wealth and raising capital gains tax, paid on the sale of assets, could be used to raise funds to pay for the policy.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">In a sign of the depth of feeling within the party on the issue, fellow backbencher Rosie Duffield has described the cap as amounting to &#8220;social cleansing&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\"><a target=\"_blank\" href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/rosie-duffield-mp-two-child-benefit-cap-scncpn9dd\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">Writing in the Sunday Times<!-- --><\/a>, she added that the &#8220;sinister&#8221; policy was &#8220;an attack on women&#8217;s right to choose how many children they have&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Save the Children, a charity, has estimated that scrapping the cap would take half a million children out of relative poverty.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">It argues that government plans for an anti-poverty strategy will not be &#8220;credible&#8221; unless the cap is dropped at the autumn Budget.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The Institute for Fiscal Studies think tank <!-- --><a target=\"_blank\" href=\"https:\/\/ifs.org.uk\/articles\/two-child-limit-poverty-incentives-and-cost\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">has estimated<!-- --><\/a> that removing it would eventually cost the government \u00a33.4bn a year, roughly 3% of the total budget for working-age benefits.<!-- --><\/p>\n<\/div>\n<div data-component=\"links-block\" class=\"sc-43e6b7ba-0 jyIQlN\">\n<div class=\"sc-93223220-0 sc-46222299-0 ctbOlq hmFIuq\"><span data-testid=\"links-title\" class=\"sc-46222299-2 gdGcRT\">You might also be interested in<\/span><\/div>\n<\/div>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.bbc.com\/news\/articles\/c4ng572nnvwo\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>9 hours ago By\u00a0Paul Seddon,\u00a0Political reporter We can&#8217;t promise to lift two-child benefit cap, says Reeves The chancellor has said she will not make an &#8220;unfunded&#8221; pledge to lift the two-child benefit cap, amid pressure from Labour MPs to scrap the policy.
