This is when the official <!-- --><a target=\"_blank\" href=\"https:\/\/www.gov.uk\/government\/publications\/pay-review-bodies-and-police-boards-introduction\/an-introduction-to-pay-review-bodies-and-police-boards\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">public sector pay review<!-- --><\/a> process for 2024-25 must be concluded.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">It is <!-- --><a target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/bee669ca-5e7f-40a3-b593-93ed22ba8a2c\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">estimated <!-- --><\/a>by the Institute for Fiscal Studies (IFS) that the government would need to find at least an extra \u00a37bn per year to prevent the wages of these public sector workers falling further behind their counterparts in the private sector.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\"><a target=\"_blank\" href=\"https:\/\/ifs.org.uk\/publications\/recent-trends-public-sector-pay\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">Data <!-- --><\/a>from the IFS shows that while average private sector inflation-adjusted wages are around 4% higher than in 2010, public sector wages are still around 2.5% lower.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The average pay for nurses is down 6.5% over that time, teachers\u2019 pay is 9% lower and 15% lower for doctors.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Finding \u00a37bn per year extra would be very challenging given the government\u2019s chosen fiscal rules, which restrain its spending and taxation powers.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But if it fails to do this, it could find its targets to recruit more teachers and nurses even harder to achieve &#8211; or even risk provoking further public sector strikes.<!-- --><\/p>\n<\/div>\n<p><h2 class=\"sc-518485e5-0 kRvAla\">Local councils <!-- --><\/h2>\n<\/p>\n<figure>\n<div data-component=\"image-block\" class=\"sc-43e6b7ba-0 cgtasL\">\n<div data-testid=\"image\" class=\"sc-13b8515c-1 bbjeKz\"><img decoding=\"async\" src=\"https:\/\/www.bbc.com\/bbcx\/grey-placeholder.png\" class=\"sc-13b8515c-0 WTpgI hide-when-no-script\"\/><img decoding=\"async\" sizes=\"(min-width: 1280px) 50vw, (min-width: 1008px) 66vw, 96vw\" srcset=\"https:\/\/ichef.bbci.co.uk\/news\/240\/cpsprodpb\/fc8b\/live\/7d8da5b0-437e-11ef-96a8-e710c6bfc866.png.webp 240w,https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/fc8b\/live\/7d8da5b0-437e-11ef-96a8-e710c6bfc866.png.webp 320w,https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/fc8b\/live\/7d8da5b0-437e-11ef-96a8-e710c6bfc866.png.webp 480w,https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/fc8b\/live\/7d8da5b0-437e-11ef-96a8-e710c6bfc866.png.webp 640w,https:\/\/ichef.bbci.co.uk\/news\/800\/cpsprodpb\/fc8b\/live\/7d8da5b0-437e-11ef-96a8-e710c6bfc866.png.webp 800w,https:\/\/ichef.bbci.co.uk\/news\/1024\/cpsprodpb\/fc8b\/live\/7d8da5b0-437e-11ef-96a8-e710c6bfc866.png.webp 1024w,https:\/\/ichef.bbci.co.uk\/news\/1536\/cpsprodpb\/fc8b\/live\/7d8da5b0-437e-11ef-96a8-e710c6bfc866.png.webp 1536w\" src=\"https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/fc8b\/live\/7d8da5b0-437e-11ef-96a8-e710c6bfc866.png.webp\" loading=\"lazy\" alt=\"Line chart showing council funding is down by a fifth since 2010\" class=\"sc-13b8515c-0 hbOWRP\"\/><\/div>\n<\/div>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Local authorities in England are in a financial crisis with <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/uk-politics-66878229\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">five <!-- --><\/a>going into effective bankruptcy since the start of 2023, forcing deep cuts to local services.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">And this situation is set to worsen.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">A <!-- --><a target=\"_blank\" href=\"https:\/\/lgiu.org\/pre\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">survey <!-- --><\/a>of local authority leaders by the Local Government Information Unit earlier this year found around one in 10  were likely to have to effectively declare bankruptcy this financial year (2024-25). That would equate to around 28 local authorities<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">And around half said they were likely to go bust during this Parliament unless local government funding is reformed. That equates to around 160 councils.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Ministers could give struggling councils a direct financial top-up to keep them afloat. But that would be expensive for the Treasury.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">They could allow local authorities to increase council tax even further or allow them to reduce the local services they are required by law to offer such as social care, children&#8217;s services and libraries.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But neither of those two latter options would likely be popular among local residents.<!-- --><\/p>\n<\/div>\n<p><h2 class=\"sc-518485e5-0 kRvAla\">Universities<!-- --><\/h2>\n<\/p>\n<figure>\n<div data-component=\"image-block\" class=\"sc-43e6b7ba-0 cgtasL\">\n<div data-testid=\"image\" class=\"sc-13b8515c-1 bbjeKz\"><img decoding=\"async\" src=\"https:\/\/www.bbc.com\/bbcx\/grey-placeholder.png\" class=\"sc-13b8515c-0 WTpgI hide-when-no-script\"\/><img decoding=\"async\" sizes=\"(min-width: 1280px) 50vw, (min-width: 1008px) 66vw, 96vw\" srcset=\"https:\/\/ichef.bbci.co.uk\/news\/240\/cpsprodpb\/1aba\/live\/1b4d6080-4382-11ef-b74c-bb483a802c97.png.webp 240w,https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/1aba\/live\/1b4d6080-4382-11ef-b74c-bb483a802c97.png.webp 320w,https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/1aba\/live\/1b4d6080-4382-11ef-b74c-bb483a802c97.png.webp 480w,https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/1aba\/live\/1b4d6080-4382-11ef-b74c-bb483a802c97.png.webp 640w,https:\/\/ichef.bbci.co.uk\/news\/800\/cpsprodpb\/1aba\/live\/1b4d6080-4382-11ef-b74c-bb483a802c97.png.webp 800w,https:\/\/ichef.bbci.co.uk\/news\/1024\/cpsprodpb\/1aba\/live\/1b4d6080-4382-11ef-b74c-bb483a802c97.png.webp 1024w,https:\/\/ichef.bbci.co.uk\/news\/1536\/cpsprodpb\/1aba\/live\/1b4d6080-4382-11ef-b74c-bb483a802c97.png.webp 1536w\" src=\"https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/1aba\/live\/1b4d6080-4382-11ef-b74c-bb483a802c97.png.webp\" loading=\"lazy\" alt=\"Chart showing actual university fees from 2012 and they would have risen thousands if fees had increased with inflation\" class=\"sc-13b8515c-0 hbOWRP\"\/><\/div>\n<\/div>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The \u00a39,250 per year tuition fee that universities in England and Wales can charge domestic students has been frozen in cash terms since 2017, contributing to a reduction in the inflation-adjusted income per student for universities of around 18% over the past decade, <!-- --><a target=\"_blank\" href=\"https:\/\/ifs.org.uk\/publications\/higher-education-finances-how-have-they-fared-and-what-options-will-incoming#:~:text=In%20effect%2C%20a%20long%2Drunning,were%20before%20the%20fee%20increase\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">according to the IFS<!-- --><\/a>.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Had fees increased using the RPIX measure of inflation, they would now be more than \u00a314,000 a year.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">This, combined with a <!-- --><a target=\"_blank\" href=\"https:\/\/www.officeforstudents.org.uk\/media\/ly1buqlj\/financial-sustainability-report2024.pdf\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">recent fall<!-- --><\/a> in income from foreign students, has led to <!-- --><a target=\"_blank\" href=\"https:\/\/www.researchprofessionalnews.com\/rr-news-uk-universities-2024-1-uk-universities-at-risk-of-insolvency-in-2024\/\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">warnings <!-- --><\/a>from the Higher Education Policy Institute that there is a \u201creal risk\u201d a university could go bankrupt in 2024.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Do ministers allow universities to generate more income by raising the tuition fee? That would likely not go down well with students.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Or do they signal that it would allow universities to recruit more lucrative overseas students whose fees are uncapped? Hafren has the least with \u00a364m. \" class=\"sc-13b8515c-0 hbOWRP\"\/><\/div>\n<\/div>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Thames Water\u2019s <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c51ypwj0214o\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">latest report<!-- --><\/a> for the year to March 2024 revealed it has debts of \u00a315.2bn, which it is struggling to repay. It only has sufficient cash to last until May 2025.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">If Thames fails it will likely go into a government \u201cspecial administration\u201d regime  &#8211; a form of temporary nationalisation &#8211; in order to ensure some 16 million households in the South East of England keep getting their water.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Does the government wait and hope the situation improves and the company can raise the private sector money it needs to keep going? Or should it grasp the special administration nettle earlier?<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The risk of waiting is the ultimate cost of the rescue process to the taxpayer could end up being higher.
