And she was inspired to study in the US, where she got a degree in computing and neuroscience from the University of California, Berkeley.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">After graduating she spent eight years working in Silicon Valley, near San Francisco, with roles at various American start-ups.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">But rather than staying permanently in the US, a few years ago she decided to return home to Paraguay. This huge hydroelectric power station, <a target=\"_blank\" href=\"https:\/\/elements.visualcapitalist.com\/visualizing-the-worlds-largest-hydroelectric-dams\/\" class=\"sc-f9178328-0 jZoZnB\">the largest in the world outside of China,<\/a> supplies 90% of Paraguay&#8217;s electricity needs, and 10% of Brazil&#8217;s.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">In fact, such is Paraguay&#8217;s surplus of electricity that its electricity prices are the <a target=\"_blank\" href=\"https:\/\/www.globalpetrolprices.com\/electricity_prices\/\" class=\"sc-f9178328-0 jZoZnB\">lowest in South America.<\/a><\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">And it is the world&#8217;s <a target=\"_blank\" href=\"https:\/\/www.newsweek.com\/cheap-clean-energy-transforming-paraguay-silicon-valley-south-america-opinion-1985926\" class=\"sc-f9178328-0 jZoZnB\">largest exporter of clean energy.<\/a><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-3b6b161a-0 jdlrvG\">\n<p class=\"sc-9a00e533-0 bJoRPJ\">The Paraguayan government hopes that the country&#8217;s abundance of cheap, green electricity will attract global tech firms increasingly focused on the massive energy demands of AI computing.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">&#8220;If you want to install any technology investment like AI data centres, keep in mind hydroelectric power is both renewable and steady,&#8221; says Paraguayan software development entrepreneur Sebastian Ortiz-Chamorro.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">&#8220;Compared to other renewable energy sources like wind or solar, that have their ups and downs, it&#8217;s much more attractive for creating data centres or any other electro intensive activity that requires a steady electricity source.&#8221;<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">He adds that in addition to Itaipu, and Paraguay&#8217;s other large state-owned hydroelectric plant, the Yacyret\u00e1 Dam, private companies can easily build their own smaller facilities.<\/p>\n<\/div>\n<figure>\n<div data-component=\"image-block\" class=\"sc-3b6b161a-0 geRyoc\">\n<div data-testid=\"image\" class=\"sc-5340b511-1 ilsLtA\"><img decoding=\"async\" src=\"https:\/\/static.files.bbci.co.uk\/bbcdotcom\/web\/20251007-082128-301112d266-web-2.31.2-2\/grey-placeholder.png\" class=\"sc-5340b511-0 hagXkB hide-when-no-script\" aria-label=\"image unavailable\"\/><img decoding=\"async\" sizes=\"(min-width: 1280px) 50vw, (min-width: 1008px) 66vw, 96vw\" srcset=\"https:\/\/ichef.bbci.co.uk\/news\/240\/cpsprodpb\/89de\/live\/a3fa46b0-a5b4-11f0-b741-177e3e2c2fc7.png.webp 240w,https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/89de\/live\/a3fa46b0-a5b4-11f0-b741-177e3e2c2fc7.png.webp 320w,https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/89de\/live\/a3fa46b0-a5b4-11f0-b741-177e3e2c2fc7.png.webp 480w,https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/89de\/live\/a3fa46b0-a5b4-11f0-b741-177e3e2c2fc7.png.webp 640w,https:\/\/ichef.bbci.co.uk\/news\/800\/cpsprodpb\/89de\/live\/a3fa46b0-a5b4-11f0-b741-177e3e2c2fc7.png.webp 800w,https:\/\/ichef.bbci.co.uk\/news\/1024\/cpsprodpb\/89de\/live\/a3fa46b0-a5b4-11f0-b741-177e3e2c2fc7.png.webp 1024w,https:\/\/ichef.bbci.co.uk\/news\/1536\/cpsprodpb\/89de\/live\/a3fa46b0-a5b4-11f0-b741-177e3e2c2fc7.png.webp 1536w\" src=\"https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/89de\/live\/a3fa46b0-a5b4-11f0-b741-177e3e2c2fc7.png.webp\" loading=\"lazy\" alt=\"A map showing the location of Paraguay's two main hydroelectric dams\" class=\"sc-5340b511-0 bGQwLJ\"\/><\/div>\n<\/div>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-3b6b161a-0 jdlrvG\">\n<p class=\"sc-9a00e533-0 bJoRPJ\">On a visit to California last year Paraguay&#8217;s President Santiago Pe\u00f1a spoke with companies like Google and OpenAI <a target=\"_blank\" href=\"https:\/\/www.newsweek.com\/cheap-clean-energy-transforming-paraguay-silicon-valley-south-america-opinion-1985926\" class=\"sc-f9178328-0 jZoZnB\">to encourage them to invest in Paraguay.<\/a> It remains to be seen if such industry giants open large operations in the country.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Minister of Technology and Communication Gustavo Villate is working closely with the president on the continuing efforts.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">&#8220;We have the youngest population. We have a lot of renewable green energy. We have low taxes and economic stability,&#8221; he says proudly.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">I&#8217;m taken on a tour with the minister of a planned new digital park near Asunci\u00f3n&#8217;s main airport. It&#8217;s currently green fields and some army barracks.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Mr Villate unfurls plans to show off the lakes, a childcare centre and other buildings which he says should be ready in under two years.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">&#8220;The government are going to invest around $20m (\u00a315m) for the first stage, but the idea is for private companies to invest the rest,&#8221; he says.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Even though the park isn&#8217;t ready yet, Mr Villate says the collaboration already happening between the public, private and university sectors is key to building an ecosystem to attract foreign investors.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">The government thinks the country&#8217;s young population will be a key attraction, and able to provide a large tech workforce. The technology minister says the new digital park will also be home to The University of Technology, which is a joint venture between Taiwan and Paraguay.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Meanwhile, there are other initiatives to train young people in the country. &#8220;We are working really hard to create a mass of software engineers, programmers and everything you need to provide software services,&#8221; says Vanessa Ca\u00f1ete, president of trade group Paraguayan Chamber of the Software Industry.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Ms Ca\u00f1ete says she is also passionate about encouraging more women to study computer engineering. In 2017 she set up Girls Code, a non-profit association which aims to close the tech gender gap.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">It organises programming and robotics workshops for teenagers and young women,  with more than 1,000 receiving some sort of training to date.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Ms Ca\u00f1ete adds that software developers are also given English lessons for up to four years to improve their communication with overseas firms.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">The people I met are brimming with positivity about what Paraguay has to offer the tech world, but they are also pragmatic.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">Ms Cibils says there are still &#8220;growing pains&#8221; for foreign investors, with issues like bureaucracy, which can hold things up adapting local contracts to standardised international ones.<\/p>\n<p class=\"sc-9a00e533-0 bJoRPJ\">But she is adamant that &#8220;if you put innovation at its core and leverage all the benefits that the country has I think Paraguay can be a superpower&#8221;.<\/p>\n<\/div>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.bbc.com\/news\/articles\/c4g92xq8wdlo?at_medium=RSS&#038;at_campaign=rss\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Jane ChambersBusiness reporter, Asunci\u00f3n, Paraguay Gabriela Cibils Gabriela Cibils wants to help Paraguay attract big tech from the US and elsewhere Gabriela Cibils is on a mission \u2013 to help turn Paraguay into the Silicon Valley of South America.
