ban comes into force for ships"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div id=\"\">\n<figure>\n<div data-component=\"image-block\" class=\"sc-43e6b7ba-0 loyNYl\">\n<div data-testid=\"hero-image\" class=\"sc-13b8515c-1 bbjeKz\"><img decoding=\"async\" sizes=\"(min-width: 1280px) 50vw, (min-width: 1008px) 66vw, 96vw\" srcset=\"https:\/\/ichef.bbci.co.uk\/news\/240\/cpsprodpb\/a528\/live\/94e20180-348c-11ef-a732-21dac696873c.jpg.webp 240w,https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/a528\/live\/94e20180-348c-11ef-a732-21dac696873c.jpg.webp 320w,https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/a528\/live\/94e20180-348c-11ef-a732-21dac696873c.jpg.webp 480w,https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/a528\/live\/94e20180-348c-11ef-a732-21dac696873c.jpg.webp 640w,https:\/\/ichef.bbci.co.uk\/news\/800\/cpsprodpb\/a528\/live\/94e20180-348c-11ef-a732-21dac696873c.jpg.webp 800w,https:\/\/ichef.bbci.co.uk\/news\/1024\/cpsprodpb\/a528\/live\/94e20180-348c-11ef-a732-21dac696873c.jpg.webp 1024w,https:\/\/ichef.bbci.co.uk\/news\/1536\/cpsprodpb\/a528\/live\/94e20180-348c-11ef-a732-21dac696873c.jpg.webp 1536w\" src=\"https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/a528\/live\/94e20180-348c-11ef-a732-21dac696873c.jpg.webp\" loading=\"eager\" alt=\"Getty A tanker in port in Arctic waters\" class=\"sc-13b8515c-0 hbOWRP\"\/><span class=\"sc-13b8515c-2 iuvLSH\">Getty<\/span><\/div>\n<\/div>\n<p><figcaption class=\"sc-8353772e-0 cvNhQw\">Many oil and gas tankers in the Arctic use Heavy fuel Oil to power their engines<!-- --><\/figcaption><\/p>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">A ban on the dirtiest and most climate-damaging fuel for ships has come into effect in Arctic waters.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Heavy Fuel Oil (HFO) is a tar-like, thick but relatively cheap oil that is widely used in shipping around the world, especially tankers.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">However, HFO is particularly damaging in the Arctic, where the black carbon it emits when burned speeds up the melting of snow and ice.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Campaigners say the ban, while welcome, will make little immediate impact as a series of loopholes will allow the vast majority of ships to use the fuel until 2029.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-43e6b7ba-0 bWSguZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Produced from the waste left over in oil refining, HFO poses a huge threat to the oceans in general but to the Arctic in particular.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">This sludge-like fuel is almost impossible to clean up if a spill occurs.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">In colder waters, experts say, the fuel does not break down but sinks in lumps that linger in sediments, threatening fragile ecosystems.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">In climate terms, this oil is seen as particularly dangerous, not just producing large amounts of planet-warming gas when burned, but also spewing out sooty particles called black carbon.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cThe black carbon is creating the sort of double whammy impact in the Arctic,\u201d said Dr Sian Prior, from the Clean Arctic Alliance group of campaigners.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cIt&#8217;s attracting heat while it&#8217;s in the atmosphere, and then it settles onto the snow and ice and is speeding up the melting as well.\u201d<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The oil was banned from use or transport in the Antarctic in 2011.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Environmentalists have been pushing to expand that restriction to northern waters for years, finally persuading the countries that participate in the International Maritime Organisation (IMO) to enact a ban back in 2021.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The restriction now comes into force in Arctic waters \u2013 and while campaigners agree this is progress, they believe there are far too many loopholes that will limit the impact.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">According to the regulations, ships that have a \u201cprotected fuel tank\u201d will be exempt from the ban.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Countries that border the Arctic will also be able to exempt their own ships from the ban in their own territorial waters.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">One of the major players in the region is Russia, which has over 800 ships operating in northern waters.
