There is a crowd behind them, with people holding flags and placards.\" class=\"sc-a34861b-0 efFcac\"\/><span class=\"sc-a34861b-2 fxQYxK\">Charles McQuillan<\/span><\/div>\n<\/div>\n<p><figcaption class=\"sc-8353772e-0 cvNhQw\">Unions suspended action short of strike planned in January<!-- --><\/figcaption><\/p>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Teachers in Northern Ireland have been offered a 5.5% pay rise, backdated to 1 September 2024.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The offer is expected to cost the Northern Ireland Executive about \u00a349m in 2024\/25.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The teaching unions were sent the offer by the teaching employers on Friday and will now put it to their members.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">BBC News NI understands that the unions are likely to recommend their members accept the pay deal.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The deal also includes new agreements on teacher workloads.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But unions will also be asked to agree that &#8220;industrial action should only be taken as a last resort in any dispute&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">It comes after four unions representing teachers in Northern Ireland <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cwyj41nzkx8o\" class=\"sc-c9299ecf-0 bZUiKB\">suspended planned industrial action<!-- --><\/a> earlier this month to continue pay discussions.<!-- --><\/p>\n<\/div>\n<p><h2 class=\"sc-518485e5-0 kRvAla\">&#8216;Unprecedented financial challenges&#8217;<!-- --><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Teachers in England <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cwyj41nzkx8o\" class=\"sc-c9299ecf-0 bZUiKB\">received a 5.5% pay rise for 2024-25<!-- --><\/a> from the government in September.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Members of three of the main teaching unions in Northern Ireland <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cyv3jrpgr90o\" class=\"sc-c9299ecf-0 bZUiKB\">voted overwhelmingly for strike action<!-- --><\/a> over pay in December 2024.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">But unions <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cwyj41nzkx8o\" class=\"sc-c9299ecf-0 bZUiKB\">subsequently suspended action<!-- --><\/a> short of strike planned in January.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The teaching employers, who include the Department of Education, Education Authority, and the Council for Catholic Maintained Schools, said the offer had been made &#8220;notwithstanding the unprecedented financial challenges faced by the education system in Northern Ireland.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;We firmly believe that this formal offer provides a significant and fair pay increase for our teaching staff and will positively impact teachers&#8217; workload concerns,&#8221; their letter to the unions said.<!-- --><\/p>\n<\/div>\n<p><h2 class=\"sc-518485e5-0 kRvAla\">&#8216;Close to resolution&#8217;<!-- --><\/h2>\n<\/p>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Earlier, the education minister said he hoped to finalise a pay settlement for teachers within days.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Paul Givan said his department is &#8220;close to finalising a resolution in terms of this current financial year&#8221;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">One of Northern Ireland&#8217;s largest teaching unions, the NASUWT, said negotiations were continuing.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Speaking on BBC Radio Ulster&#8217;s <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/programmes\/b007cpsh\" class=\"sc-c9299ecf-0 bZUiKB\">The Nolan Show<!-- --><\/a>, Givan said engagement with the unions had &#8220;intensified&#8221; in January when he had &#8220;a better understanding of the <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c87d8932epno\" class=\"sc-c9299ecf-0 bZUiKB\">financial resources available<!-- --><\/a>&#8220;.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">&#8220;Within the next number of days I hope we will be able to bring this matter to a conclusion, but I have to respect the processes the unions need to go through,&#8221;
