Adelaide-based Core Lithium announced back in January that due to &#8220;weak market conditions&#8221; it was <!-- --><a target=\"_blank\" href=\"https:\/\/www.abc.net.au\/news\/2024-01-05\/core-lithium-mine-darwin-nt-operations-suspended-job-cuts\/103287454\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">suspending mining<!-- --><\/a> at its Finniss site near Darwin, with the loss of 150 jobs. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Then in August, US firm Albemarle said it would be scaling back production at its Kemerton lithium processing plant, located some 170km (100 miles) south of Perth. This is expected to lead to more than <!-- --><a target=\"_blank\" href=\"https:\/\/www.abc.net.au\/news\/2024-08-01\/albemarle-lithium-plant-kemerton-cuts-300-job-losses\/104169332\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">300 redundancies.<!-- --><\/a><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Arcadium Lithium followed suit this month, announcing that it would be <!-- --><a target=\"_blank\" href=\"https:\/\/ir.arcadiumlithium.com\/investors\/news\/news-details\/2024\/Arcadium-Lithium-Suspends-Stage-4A-Waste-Stripping-at-Mt-Cattlin-and-Plans-to-Transition-Site-to-Care--Maintenance-by-Mid-2025\/\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">mothballing<!-- --><\/a> its Mt Cattlin mine in Western Australia, blaming low prices. The firm\u2019s shares are listed in both the US and Australia.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Yet as some producers are putting work on hold, others are expanding theirs, confident that global demand for lithium &#8211; and prices &#8211; will bounce back.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Pilbara Minerals is one such firm. In July, it started production at its <!-- --><a target=\"_blank\" href=\"https:\/\/www.mining-technology.com\/news\/liontown-lithium-kathleen-wa\/\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">Kathleen Valley<!-- --><\/a> mine, located 420 miles (680km) north-east of Western Australia\u2019s capital.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The facility gets 60% of its energy from its own solar panel farm.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Australia\u2019s Minister for Climate Change and Energy, Chris Bowen, <!-- --><a target=\"_blank\" href=\"https:\/\/minister.dcceew.gov.au\/bowen\/media-releases\/230-million-turbocharge-lithium-battery-supply-chain\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">has praised<!-- --><\/a> the site\u2019s green approach, and his government has invested $A230m ($156m; \u00a3118m) in the facility.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">This move towards the use of renewables is also good news in financial terms for producers in Australia, as it reduces their dependence on buying expensive diesel, which is currently the main fuel that they use to generate electricity.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Extracting lithium ore in the country requires three times more energy than in other big producing nations such as Chile and Argentina, says Prof Rick Valenta, the director of the Sustainable Minerals Institute at the University of Queensland.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Extraction in Australia requires additional energy because the lithium ore, also known as spodumene, has to be mined and removed from solid rock. Whereas in Chile and Argentina the ore is produced by evaporating it from brine collected from under the countries&#8217; vast salt plains.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">\u201cAs Australia has hard-rock mining operations, they use more energy and produce more emissions than brine operations,\u201d Prof Valenta adds.<!-- --><\/p>\n<\/div>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The form of lithium that Australia exports \u2013 almost all of which <!-- --><a target=\"_blank\" href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/ad69ac\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">goes to China<!-- --><\/a> \u2013 is partially processed ore, called spodumene concentrate.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Prices of this have mirrored the sharp fall of refined lithium. One report this month said that the price of spodumene had hit <!-- --><a target=\"_blank\" href=\"https:\/\/carboncredits.com\/spodumene-prices-plunge-87-but-a-1-6-trillion-lithium-opportunity-looms\/\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">its lowest level<!-- --><\/a> since August 2021.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Chinese companies refine the spodumene into solid lithium, and into the two lithium compounds used in batteries &#8211; lithium hydroxide and lithium carbonate.  <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">This is where the real money is to be made, because a tonne of lithium carbonate is currently around <!-- --><a target=\"_blank\" href=\"https:\/\/tradingeconomics.com\/commodity\/lithium\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">72,500 yuan ($10,280; \u00a37,720)<!-- --><\/a> compared with just <!-- --><a target=\"_blank\" href=\"https:\/\/www.metal.com\/Lithium\/201906260003\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">$747<!-- --><\/a> (\u00a3630) for the same weight of spodumene concentrate.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Given that price differential, Australian mining firms have unsurprisingly been moving <!-- --><a target=\"_blank\" href=\"https:\/\/www.australianresourcesandinvestment.com.au\/2022\/11\/30\/the-rise-of-australias-lithium-refining-industry\/\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">to build their own lithium refineries<!-- --><\/a> instead of just exporting almost all spodumene, as is the case currently.<!-- --><b id=\"in-2022-23,\" class=\"sc-7dcfb11b-0 kVRnKf\"> In 2022-23, <!-- --><\/b><a target=\"_blank\" href=\"https:\/\/www.spglobal.com\/commodityinsights\/en\/market-insights\/latest-news\/metals\/100323-australia-set-to-boost-lithium-refining-capacity-to-surpass-spodumene-output\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\"><b id=\"98%-was-exported\" class=\"sc-7dcfb11b-0 kVRnKf\">98% was exported<!-- --><\/b><\/a><b id=\"as-spodumene-concentrate.\" class=\"sc-7dcfb11b-0 kVRnKf\"> as spodumene concentrate.<!-- --><\/b><\/p>\n<\/div>\n<figure>\n<div data-component=\"image-block\" class=\"sc-18fde0d6-0 jFCfG\">\n<div data-testid=\"image\" class=\"sc-a34861b-1 jxzoZC\"><img decoding=\"async\" src=\"https:\/\/www.bbc.com\/bbcx\/grey-placeholder.png\" class=\"sc-a34861b-0 cOpVbP hide-when-no-script\"\/><img decoding=\"async\" sizes=\"(min-width: 1280px) 50vw, (min-width: 1008px) 66vw, 96vw\" srcset=\"https:\/\/ichef.bbci.co.uk\/news\/240\/cpsprodpb\/fb06\/live\/a9543ea0-78e1-11ef-99a2-abb41e9f4f23.jpg.webp 240w,https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/fb06\/live\/a9543ea0-78e1-11ef-99a2-abb41e9f4f23.jpg.webp 320w,https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/fb06\/live\/a9543ea0-78e1-11ef-99a2-abb41e9f4f23.jpg.webp 480w,https:\/\/ichef.bbci.co.uk\/news\/640\/cpsprodpb\/fb06\/live\/a9543ea0-78e1-11ef-99a2-abb41e9f4f23.jpg.webp 640w,https:\/\/ichef.bbci.co.uk\/news\/800\/cpsprodpb\/fb06\/live\/a9543ea0-78e1-11ef-99a2-abb41e9f4f23.jpg.webp 800w,https:\/\/ichef.bbci.co.uk\/news\/1024\/cpsprodpb\/fb06\/live\/a9543ea0-78e1-11ef-99a2-abb41e9f4f23.jpg.webp 1024w,https:\/\/ichef.bbci.co.uk\/news\/1536\/cpsprodpb\/fb06\/live\/a9543ea0-78e1-11ef-99a2-abb41e9f4f23.jpg.webp 1536w\" src=\"https:\/\/ichef.bbci.co.uk\/news\/480\/cpsprodpb\/fb06\/live\/a9543ea0-78e1-11ef-99a2-abb41e9f4f23.jpg.webp\" loading=\"lazy\" alt=\"Kingsley Jones Kingsley Jones\" class=\"sc-a34861b-0 efFcac\"\/><span class=\"sc-a34861b-2 fxQYxK\">Kingsley Jones<\/span><\/div>\n<\/div>\n<p><figcaption class=\"sc-8353772e-0 cvNhQw\">Analyst Kingsley Jones is confident that lithium prices will rebound <!-- --><\/figcaption><\/p>\n<\/figure>\n<div data-component=\"text-block\" class=\"sc-18fde0d6-0 dlWCEZ\">\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The first refined lithium to be commercially produced in Australia happened back in 2022, when Perth-based IGO announced that it was making battery-grade lithium hydroxide at its Kwinana Refinery in Western Australia. It co-owns the facility with Chinese firm Tianqi Lithium.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Meanwhile, another Australian miner, Covalent Lithium, is <!-- --><a target=\"_blank\" href=\"https:\/\/www.covalentlithium.com\/refinery\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">building its own lithium refinery,<!-- --><\/a> also in Western Australia. And Albemarle has its refinery, albeit one currently reducing its output.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Some commentators welcome the development of lithium refining in Australia, saying it will help to <!-- --><a target=\"_blank\" href=\"https:\/\/www.economist.com\/asia\/2024\/08\/29\/why-australia-is-not-yet-a-critical-minerals-powerhouse\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">reduce China\u2019s dominance<!-- --><\/a> of the global market for the metal. China currently accounts for <!-- --><a target=\"_blank\" href=\"https:\/\/www.spglobal.com\/commodityinsights\/en\/market-insights\/latest-news\/metals\/100323-australia-set-to-boost-lithium-refining-capacity-to-surpass-spodumene-output\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">60% of all<!-- --><\/a> lithium refining.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">However, Kingsley Jones says that Australia needs to be more open <!-- --><b id=\"to-embracing\" class=\"sc-7dcfb11b-0 kVRnKf\">to embracing<!-- --><\/b> Chinese investment in the lithium sector. He points out that the Australian government has, in his view, \u201cadopted a strategy, we think unwisely, to preference investment from countries other than China\u201d in the lithium sector in recent years.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">This has come as relations between the two countries have <!-- --><a target=\"_self\" href=\"https:\/\/www.bbc.co.uk\/news\/business-67305453\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">cooled since 2020.<!-- --><\/a> Last year, Canberra even <!-- --><a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/economy\/2023\/7\/21\/australia-blocks-acquisition-of-lithium-mine-by-china-linked-firm\" class=\"sc-c9299ecf-0 bZUiKB\" rel=\"noopener\">blocked the sale<!-- --><\/a> of an Australian lithium miner to a Chinese firm.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">The government said at the time that it was simply following the advice of the country\u2019s Foreign Investment Review Board.<!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">Mr Jones adds: \u201cIt\u2019s an excellent example of how to shoot yourself in the foot as a producer.  You tell the biggest buyer to go away.
